Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Immense energy is devoted on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity provided through timely intelligence. From vantage locations, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes grim resignation: perhaps the hostile projectile won't strike its target this time, preventing destruction from ruin and further power outages.
Persistent Threats
Following this, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, endure.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. US administration works based on a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is impossible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does little to discourage Russia, through statements or actions, from thinking that the status quo will not change more in its favour in the near future.
Divergent Views
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but avoiding a total frontline collapse until situations evolve in its benefit.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
